Low pressure

We have electric shower problems with low pressure from the mains. Our builders had said this could be solved by putting a pump into the mains supply but now they say this can't be done and instead want to take out the electric showers and install mixer units. Would this work? Is this the only solution? Could the electric showers run from the header tank, and if so what height is required between the tank and the shower?
