You could use a in-line shut of valve to save water.This will restrict how fast the water comes out.This will also reduce pressure.

Not quite.

You can reduce the flow of water by using a stop tap (not a gate valve), certainly.

To reduce pressure, you need a pressure reducing valve, which is far more complex and expensive. Even with a stop tap almost closed, the pressure is the same on both sides of the valve when no water flows.
