when central heating turned off boiler pressure keeps raising all of the way till pressure upto above 4 bar.bleeding rads till pressure drops to 1.5bar then it slowly raises over 2 or 3 days.

I assume that you have removed the filling loop to make sure its valve is not leaking water in?
If so then turn off the cold water input using the black knob on the right under the boiler.
Watch carefully with the boiler cold and see if the pressure still rises.

shouldn't the PRV operate before 4 bar? isn't this a little unsafe therefore?
