If it is a regular rubber wash tap, then the two common problems are..
1. Worn or perished washer - replace.
2. Worn or persished seating - re seat.
If it is a quarter turn ceramic disc style tap, then common problems are...
1. Rubber mounting washer has worn or perished - replace.
2. Debris has lodged in between discs - clean and regrease.
3. Ceramic discs are broken - replace whole internal guts.

i took the tap appart all the way dowm to the discs they were fine.
how do i get the grey plastic housing out now? i will asume the rubber washer is under this?

there is no need to go any further. Clean the discs and put the discs back but smear a little silicone grease or vaseline between them first ( not much though ). Make sure the rubber washer that goes in last is ok too. This could resolve it, so give it a try.
