Hot water coming out of both taps and cistern??!!

Just moved into ground floor flat where all water is run off a pump next to the tank..does anyone have any idea why this would be happening?

Immersion heater boiling water in cylinder and filling tank with boiling water .......same could be happening from a gas boiler .....TURN off and GET it LOOKED at
