To install electric under floor heating can I take an electric supply from an existing socket on the ring main direct to the thermostat control - like adding a spur to the socket?

You must use a fused connection unit between the socket and the thermostat.

Any of the ones shown there will do.

AFAIK, underfloor heating must be on an RCD - if you dont have one protecting the ring main sockets, you must fit one here - an RCD version of a fused connection unit is available.
