Cold En-Suite Radiator

Any advise would be welcome.
We've got a 10mm microbore central heating system.
Completed drained system, tapped into plumbing to fit new rad. Refilled system, with new Fernox.
All other radiators are hot, and fine. However one small radiator in en-suite will not get hot despite bleeding several times. Shutting off all other rads to try and force water through.
Does anyone have any advise please.

Did you tap in to the flow and return or just one pipe?
The new radiator is working fine. Its an old radiatot that we cant get working. We never had any problem before we drained the system

He means a valve either end of the rad or just one end oops
 
Most of the other rads went cold, but at least one stayed hot i can only think the seats on the valves were not sealing correctly, but the other rad was still cold
