Flat Panel Radiator removal

What appears to be the drain valve on my flat panel rad is at the top, not the bottom. It is piped to the floor by two short pipes with horizontal twist valves of some sort that don't appear to do anything! They have chrome shrouds and a thumb lever. I want to remove the rad, but not sure how to start. Also both isolators below the chrome thingys, leak.
