2) If you mean lining paper for a paint finish, hang it vertically. Do you know the reason for hanging it horizontally under decorative paper?

Theres no cut an dry answer...its down to the size of the wall..

If the wall/s are sat 7 metres long and 2.5 metres high then its easier to cross line them...but if the wall is higher than it is long you may as well vertical line it.

Its whatever is the least work...less cutting less pasting less hanging.
