Most probably SY, YY or CY control cable, do a search on rswww.com. it is generally only used for industrial applications, SY and CY have a steel braid for mech protection CY does not

Gail - if this cable is installed and in use, can't you tell what the two black cores are used for?

If it's not installed and in use, what application did you have in mind where it wouldn't matter that you have 2 black cores?

And are the current carrying capacity of the conductors and the voltage rating of the insulation suitable for this application?
