Sounds like the gearbox needs replacing.

Can I see some screws in that 1st pic either side of the bolt?

If so take the handle off, Undo those 2 screws and the 3 screws at each end of the window and the whole locking system should then come out. Find a part number on the gearbox and google it

these types of mechanism are prone to corroding where the rods come through the carriers on the end and they often seize solid you don't need to take glass out unscrew end angled carriers and handle and any other retaining screws and the lot should come out now you can check whether it is operating properly if they are seized then you can separate with grips then clean up rod and carrier and reassemble with some grease if this doesn't fix it then you will be able to see what parts you will need do it on a day when you know youll be able to get bits and get it refitted

thanks for the replies

i missed a vital problem with my description..... the pictures ive taken are of a working window just to show you guys what type of mechanism it is. the window ive got a problem with i cant open at all. the left hand side wont budge. this is why i suggested removing the glass but i dont think itll make a difference.

i did read someone used a welding rod, fashioned into a hook, slid it inside the mechanism with the handle off and pulled the rod out of the latch......

Open the handle. Push out the right hand side that does open with one hand, Use a flat screwdriver or stiff scrapper on the left side to wiggle it to the right (push it in between the frame and sash) and use it a s a lever.

With a little bending you will be able to get it open.
