I have a thermostatic shower which is not getting past tepid temperature. It was fitted a couple of months ago and was OK to start with, but I think that might just be because I live in Madrid and the ambient temperature is much higher in the summer, so the cold water temperature was higher too. I have tried recalibrating it, i.e. removing the knob and setting it as far to the right as possible but it doesn't help. If I turn the hot water temperature up to 60C on the boiler the max shower temperature increases to an OK level, but still nowhere near 60C. If I turn other cold taps on in the building to reduce the cold water flow to the shower it makes no difference, but then again since the water is heated by a gas water heater the flow would also be limited to the hot water intake so perhaps that's why. As far as I can tell the shower is plumber in correctly, not the wrong way around. I also have another thermostatic shower which is almost identical (same brand, very similar model except that it also has a bath filler) which does get hot enough even with the hot water heater set to 50C.
Any ideas what to try next before I get a plumber in?
The online installation guide is not great, this is all I can find.

It is a bimax 1.63.250. I cannot clean the filters as shown in fig. 5 because they are not accessible.
