There is always a way, but you have to ventilation to the pipe and part of the the stack is routed internally, so to have the the stack totally outside would require a bit of work, bu not undoable!Is the anyway that this set up can be changed or removed.
What's below the wc location? You'll need to break out the internal stack at a lower position and come back in through wall to connect to that pan. Depending on where you sewer is below, you could dig into and bench off of it with a new external stack and cap off the existing one in the floor of the bathroom!
Can you get it all under the floor? Are joists favourable to you?
If not the other option would be to bring a branch across the ceiling in the room below, pop it up to wc location above and box it in! Or you could buy a back to the wall pan with concealed cistern and bathroom furniture carcasses where the soil can be hidden within!
