50's wimpey no-fines - wallpaper on ceilings?

I own a 50's era Wimpey No-Fines 2 bed house, and I have..well, a couple of questions..heh.

First one - in the living room, the ceiling has been wallpapered over - a LONG time past, if the uncovered brown, cracking, crumbling paper is any judge. The paper has been gloss painted, but it has a lot of "ridges" in it..similar to, say, the outline of plasterboard sections. Certainly looks taped, very badly.

I'm guessing this isn't plasterboard though. Can anyone shed any light into how the ceilings of these houses was done? The hall, kitchen and upstairs all seem to be plasterboard/smooth, but the last owner was a builder of sorts, and a lot of replastering has been done.

Several neighbours seem to have had overboarded ceilings - they look MUCH nicer. I'm just curious as to what they are originally, if that makes sense?

Second question - the house has an attached utility room, which I'm guessing may have at some point been seperate, and then roofed over to make a sheltered area. This has a roof made of concrete corrugated sheet.

This sheet looks to be nailed to joists running across the room - the PO has plasterboarded it internally, so I can't see. However, the outermost joist/wood is more like soggy rubber after 60+ years..I'm guessing the joists will need replacing one day. Can anyone guess at a cost?

It's be nice to get shot of the concrete roof panels too, and get at least some transparent ones in to get daylight in...heh.
