I work for a council department, and they have to pay another department for permits for us to park in the council carpark next to our building

The flats are part of the fabric of the school, and are in no way seperate. Also, the school is a private, and not run by the council.
then yes, you'll most definitely need to be part P registered or contact the LABC every time you need to do notifiable work..
