Alarm sounding due to tamper

I have an old scantronic 9000 series control panel and the alarm is constantly in an alarm state. The error code is 't' and tamper led. According to the engineering manual it indicates unit/bell or A/T loop tamper. The A/T loop tamper has never been used and is shorted with a wired loop. I have two sab alarms by splitting the cct and wiring just one at a time I thought I would prove which alarm is the culprit..... no such luck, both alarms alarm with the same fault. The question I would like to ask the comunity " is the panal in an alarm state with no SAB module connected? Meter reading +ve hold off to -ve hold off +12.5v. +ve hold off to 0v also +12.5v and finally TR to 0v is +11.75v. These conditions are with no sab connected. Any ideas.
