I am attempting to repair some damage left by a former wall shelf. The shelf was held up by five screws.

I have removed the screws and wall plugs. A sanded down the area. I then removed any residual dust and dirt. Finally wiped the surface with a damp cloth.

I have now applied a first coat of "all purpose filler" with a putty knife.

Once the first coat/layer has dried I intend to apply another layer just to ensure the surface is totally flat. Then will sand any bumps.

Q. During the sanding I noticed I have exposed some under layer of the wall. What type of wall is this?

Q. In terms of painting, is it just a matter of buying a small tin of paint and a roller and painting over the surface?

Q. Have I missed anything?

Difficult by picture to say what type of wall you have, they could be solid rendered walls or alternatively be plasterboarded.
I think you have performed the task of filling in the holes, in a practical manner. Normally you would over fill then, so can be sanded down, if after sanding shrinkage has occurred or not filled fully, reapply more filler. Once you are happy with the repair, you ideally want to prime the repair will a diluted solution of emulsion (20% water) prior to fully painting.
