Prepping wall for plaster

First post and first time DIY plasterer. I have a painted concrete block wall that I want covered up. Ive been reading these forums a lot, so I just want to make sure I'm doing the proper steps to prep the wall.

1) Sand or wire brush the surface to rough it up a little
2) Apply one coat of PVA 24 hours before plastering
3) Fill in mortar joints with basecoat plaster and let set
4) Apply second coat of PVA and when its tacky, then begin plastering.

Am I going about this right?
