Hi all. I'm looking for some advice. I live on a David Wilson Homes development built around 2008. As part of the development a pathway was put in to link it to the adjacent hospital. Almost immediately it caused many problems, mainly parking and smokers from the hospital. It was closed off by the council because of this. Turns out the road/pathway are not yet adopted and the council shouldn't have done this and it has been reopened. We are told now that it cannot be closed due to its existence on the development plans which were agreed upon by all parties, even though they all agree it should be closed.
Is there a procedure in place to be able to alter plans of this type? Surely these things can't be set in stone. I'm trying to find out if the council are right or whether it would just be too much hard work for them.
