Any RGI close to Dagenham area? No heating

I have a friend who is a landlord and their tenant has no heating. He told me they had someone (a RGI presumably) inspect it who said it was the diverter valve and heat exchanger and this would cost £350 to replace. They felt he was untrustworthy and he didnt know what he was doing. Beyond this I dont know much else.

Can someone local help? I'd rather someone from here that has a proven track record than someone on from the yellow pages throw parts at it till it works.
