Is that a 1974 date code on the transformer? I can't quite read the one on the 2200uF capacitor even though the cap is about the size of a bog roll! 
It'd be the size of a fag butt these days...
No ICs at all. Not even a 555 timer chip or some 7400 TTL chips. It looks like the only semiconductors are the LEDs, a handful of diodes and the voltage regulator/transistor.
I love the blue hammer-finish paint..!
