Artex ceilings

Can someone tell me what they do to skim over a sharp stippled artexed ceiling that has been painted?

I quickly ake off the stipple with a scraper on a pole because its a deep pattern, then use stabilizing solution on it, then when dry pva and skim.

I found if i dont use the solution and just pva the whole ceiling blisters badly even if i put two coats of pva on and skim when tacky.

Is this right, or any other ways?

Personally I don't scrape it back in case it's got asbestos in it (unless it's in a fairly modern house) because I believe that some artex contained asbestos at some point.

I just mix up some bonding and give it a base with bonding (after a dose of good old PVA) and then the usual two coat skim.

It's a PITA but the finish always seems OK.
