Hey when balancing a central heating system with fairly old lock shield valves, can these be liable to leaking when turned down?

Some will leak quite badly when turned down, but most are easily repairable.
Some by simply tightening the gland nut, and others by replacing o ring type seals.

No. Usually you can fully close the valve, undo the gland nut and remove, loosely wrap ptfe tape round the spindle about 15 times, push the gland nut back over the spindle pushing the ptfe tape fully within the valve and tighten the nut. When you open the valve you may need to tighten the gland again. If it still leaks repeat with more tape. If you can get hemp it's better than ptfe for re-packing glands.
