The reply is because I would like to be sure that I am right.

Moreover an important characteristic of this window is that the owner of this basement has inserted it very near of the ground because this basement contrary to other basement is entirely underground and does not have its own window as small as it could be. Hence this basement has to rely entirely on this window which is in another floor to receive light.
Hence because this window is very close to the ground I can easily block the light entering through it by putting anything in my garden near of this window for example flowers in a vase

Quite correct but why would you want to block the window?
 
Because he is a nimby = selfish asshat who cares not for the misery he will cause the occupants.

Some basemenst are not entirely underground and as a consequence they have their own windows but it is not the case of this basement. Hence the living conditions of the future resident of this flat will be very bad. His sense of enclosure will be very bad. He will have the feeling of living in a windowless cellar. This is another reason why planning permission to convert this basement into a self-contained flat should be refused

The owner of this basement think only about money he does not care about the well being of any human being who will live in this new flat

Let me guess, it will probably involve parking, nimbys love to cite parking issues. The rest will basically amount to 'I don't like it'.

Based on which law?
 
I am not a specialist of planning law but following my researches I found out that planning departments grant plannning permission to split houses into flats according to the living conditon of the future tenants of these flats for example is there enough space in these flats or enough light etc......
 
Objections to Planning applications can only be made on 'material planning considerations'. These vary from area to area but might include:
- detrimental impact upon residential amenity
- visual impact (what it looks like)
- noise and smell
- adverse impact on protected trees
- loss of privacy
- loss of light (but NOT loss of acquired rights to light)
- impact upon drainage and water supply (although I've never seen this hold up)
- impact on traffic (not simply during the construction phase)
- development in contravention of local (or national) planning policy

There should be other considerations that those you listed maybe building regulations ...etc

So the application is to build a flat in a basement? (put 4 walls etc inside a basement) Not convert a basement? Was there any stipulations on the original build when it was approved?

You need to provide some specifics.
 
It is seems to me that it is the same in order to convert a basement where there is no bathroom. not kitchen ..etc into a flat it is necessary to build a flat i.e. to install a bathroom and a kitchen even if there could already be several rooms into this basement
