Bathroom tap is stuck?

Hey, the hot water tap in the loo seems to have gotten stuck, you can turn it slightly on and water trickles out but that's as far as it goes, any ideas whats wrong and how I could fix it?

remove the top

see if the circlip is on the spindle (depending on type)

remove the head gear

strip it and clean grease it reassemble with new washer

Thank I will try that, though I noticed that I can actually turn the tap how it should turn but only a little trickle of water comes out.
