depends. if you look at the pin, is it going all the way or not.first option would be to change the dia(cheapest). but seems a bit suspect that its gone down after year.might be worth checking the CW filter.failling that its the DV.
The Divertor is not actually the bit you changed the diaphragm in last year it comes in 2 sections and it is the bit behind that which its attached to.

no need to replace the full valve, you can buy service kits for the full valve (water section and main body) for less than half the price of a full valve. personally i think whenever you work on a boiler you should either gas rate or take a burner pressure..saying that, you dont need to be a pro to take a gasrate and it does not involve disturbing any gas joints
