Boiler controls don't work

I have a Worcester 18/25 external oil fired combi controlled by a basic Honeywell timer and thermostat. Even when the timer is switched to off and the thermostat to its lowest the boiler still fires and the radiators get hot. I have tried disconnecting both the timer and thermostat but this has no effect. There are no valves etc outside the boiler.

If the boiler is the external type then a frost stat would be fitted to protect the installation from frost damage. This will override the clock and other controls to fire the boiler when the temperature falls too low and prevent the boiler etc from freezing.
