Boiler not giving hot water unless heating is on..........

Boiler: Sime Friendly Format 80e
Problem: Heating must be on in order to get hot water.

Strange one this which doesn't make sense to me.

Have recently moved into a new house (renting) and I have the above boiler which is wired to a timer/controller in the kitchen.
This controller (Lifestyle LP111) appears to just switch on the boiler at set times as there is no separate function for hot water. In addition, there is no thermostat present in the house.

The boiler will not give hot water unless you hit the 'Advance' button on the controller which brings on the heating. Without doing that the water from any tap let alone shower barely gets warm.

Any ideas as to what is going on?

Or maybe a new diaphragm in the diverter valve. Check that it is closing the microswitches when you open a hot tap.
