Boiler Problem: No hot water upstairs

And to be fair the landlord is okay but he's sent a heating engineer out a couple of times over the last few years and he said you could do with a new boiler did the fella. These firms that off a 'free boiler' could you go down that route if the landlord agreed?

Why replace the boiler ? it only needs a service and your hot water problems have nothing to do with boiler, its you house plumbing that needs looking at.
 
What could be the problem with plumbing? I can do that but i dont do boilers- everything seems fine and has been fine no leaks etc?

Your PRV is letting by and you have cold main pressure overpowing the hot somewhere!

So what pipe is dripping behind the boiler wall? Condense?
