brick wall. levels beneath original. underpinn???

Hello. I have a garden where the levels have been reduced. The side wall (2m high) now sits approx. 50cm above the ground on a soil foundation.
Can I lay a foundation in front on the wall and build a retaining wall in front of the exposed soil? Would underpinning the wall be better? the wall is old and quite rotten with damp.

I am reinstating this old post, because I have a very similar problem. I have had to lower external ground levels on my 18th century house, so that they are lower than internal ground levels. There is a narrow sideway where I have removed the concrete slab, but this leaves an adjacent garden wall with no foundations. It was sitting on top of the slab. The wall is about 2m high, 4" brick.
Clearly I need to underpin. How deep? How wide? Will I need to go around the neighbour's side?
Grateful for any tips.
