This left spotlight, one of three, has broken. It's very old and thus unlikely to be replaceable. Is it safe to cut this flex off and tape up, allowing the two remaining lights to work.
The spotlights got into the track, somehow - maybe at the end.
Better to remove the broken spotlight altogether. As a temporary measure, you could cut the cable - not too short - and terminate the ends of the two conductors in a bit of insulated terminal block.
Tape does tend to come unstuck.
Tape should only be used to stick a note on your front door, you know "I'm out, please deliver parcels to a neighbour" etc
