C/H boiler spurre from ring???

seen in a house today...a new board which the kitchen ring had been rewired to but spurred from the 32 A mcb was the electrics for the boiler...this went to a fused spur which had a 3 A fuse protecting it

is that ok?

just didnt seem right to me

so 3 wires in an MCB? yeah fine.
