Cable behind skirting board - allowed ?

I'm thinking of running some electrical cable behind some skirting board (running horizontally) - it will be in the gap from floorboards to the plaster

Do I need to fit metal conduit over this ?

Is this allowed ?

It is not allowed, With metal capping or not.!
The ONLY p[laces that you can put electrical cable is shown here

Cabling running horizontally behind a skirting board is almost certainly not going to be in a "safe zone". So if you want to run the cabling there you will need to install the cabling in a manner that is acceptable for use outside the safe zones. Properly earthed metal conduit is one way to do that, using specialised cable types is another.
