Carpet underlay sound insulation

I had a discussion with my neighbour of the above flat. He did not like the idea of major work but he agreed to put some carpet underlay for noise reduction.
I have checked and found on the market some PU Foam Carpet Underlay (Clound 9 Cumulus or Tredaire Dreamwalk). They are 11mm thick with impact noise reduction up to 43-46 decibel and cost about £40-50 for 15 m2.
I am also very concerned about the airborne noise insulation in addition to impact. Would it be a good solution or should I search for other type of insulation?
Any reviews?
