Cementing joists down to supports

Hi

we have a joist under our ground floor which doesn't sit on its brick support, unless stood on! So once you step off it it springs off level from the floor in the adjoining room.
I have been advised to cement it down in position, would cement hold it down, also would it need a membrane between the joist and bricks?

Any advice/ideas would be great :confused:

cement wont hold it down but it would pack it up!

Does it need to come down to be level or up to be level?

If it needs to come down then a strip of DPC on the brick and then a metal strap from joist to brick will do.

If it needs packing up, DPC and then some slate slid under it will do.
