changing the water pump, how do i shut the water down.

I am changing the water pump, but i have had to undo the connections before the shut off valves due to the water pump collars being seized on,i have turned off all the water in the house but i still cant stop the water,will this be the mains? and do i need to turn it off from outside and if so,somebody said to me because i am on a water meter you cant do it now. :eek: Any help is grateful thankyou.

turn off the water at tha meter or tie the ballvalve up and drain the system

other option is just change the pump head then you can use the valves
 
Thanks Kev, so i can just turn it off with a drain key at the meter?
 
shouldnt need to turn the water off
just been back thro the posts just tie the ballvalve up

some need a key it depends where you are ours dont
