Aye, a rawlplug mate, if the wall is brick or otherwise solid.......for plasterboard, look up 'cavity wall fixings'.

John, it's four screws to hang up a towel rack. The other three screws are firmly in, all three have a washer? and one of the ''washers'' says rawl on it. It's just this one screw that is loose, although I believe it has a rawlplug on it. The wall isn't brick, and seems fairly soft. I just thought I could fill the hole with glue and shove this final screw in, and let it set, instead of getting a rawlplug?
From your description, it sounds like you have drilled into a soft wall surface, maybe plaster or thermalite block. Maybe the plug in the wall has come loose, and is spinning when you try to tighten the screw.
The usual repair is to glue the plug in place (no nails adhesive is good) or re drill using a larger diameter plug with a bigger screw.
It's best to remove the towel rail just to see what you are dealing with!
