I have read that there is a danger from chipboard because it is bonded using urea formaldehyde which is toxic and was declared a known carcinogen in 2004.Can you advise on the risks? Is it better to use wooden boards as flooring in a loft?

Formaldehyde is naturally found in all wood and wood based products. It's a load of scaremongering about this and other VOC's in wood based panel products. Just about all chipboard produced at the moment conforms to European E1 standard and is as safe as it gets (BSEN 120 if memory serves).

The only time formaldehyde content should really come into play is when making display cabinets for antiuque artifacts or artwork were its possible it could react with the item and adversely affect it.

The HSE will tell you to allow sufficient ventilation when cutting, and this is only really relevent when cutting in an industrial environment for sustained periods of time.
