In Eastbourne for instance, there was a reg. that you had to fit a storage cistern to feed the flushing cistern of a WC...so you had 2 cisterns, one above the other. to flush one bog because this was houses without bathrooms.and just one cold tap over the kitchen sink later to ensure there was a reserve supply of water in each property and to feed the hot water storage
