commercial wall to rebuild.

Had a job enquiry, some one wants a wall rebuilding on the perimeter of there commercial premises. The wall is seperating the car park from the footpath/road. A car has hit and its moved it off its base. the wall is about 2 meters high and the section to be rebuilt is about 5m long. The client tells me its single skin. What i am wondering is, does a wall that size to be safe want to be double skin and because its on the perimeter, does building controls need to know about the work (spec and plan). Any advice will be greatfuly received.

If its to be rebuilt, then it is simply rebuilt to as it was before

Whether you alter the design, the foundations and its implications to the wall sections either side, is another matter. But if you do, you will incur greater responsibility for it, than you would if merely rebuilt

If the wall has stood there happily prior to being knocked down, then why alter the design? In any case, your liability insurance will cover you if it does

a 2m high wall at 5m long, single skin, no pillars will be like a sail in the wind. i would refuse to put my name to it.
i'm thinking, maybe you haven't been given all the design facts.
a wall built like that could injure someone.
