CONCRETE skirting boards?

Hello,
Not sure if this is the right area?!

"Skirting boards" in our project house, in most of the upstairs rooms, seem to be made of concrete or something very like it! Very bumpy and uneven, even under the 10 or so layers of paint, and since the house has some historic movement some are cracked.

I cannot for the life of me think how we could get them off or even make them look better. The concrete extends about 12" up the walls.

Anyone any advice or come across this ever?

are they around a bay window etc? More than likely they will be done in plaster (victorian stuff!) so that they could draw the fancy mouldings into them. If you really want to remove them then its a bolster and hammer or an sds drill with a chisel attachment. Its an original feature though and with a bit of tlc will look a lot better than any modern equivalent. If you rub them down be carful of the paint as more than likely some of the older layers will containg lead.
