You can buy from plumb center a inch and a half adaptor which will take a 21.5mm pipe. It looks similar to the second picture. You have to drill a 16mm hole into the pipe then clamp the adaptor over. then the 21.5mm goes into the connection on the adaptor.
 
I did use one of them once for a condesate and had to go back and change it as it had been eaten through and the manufacturers dont like em cos of the fall requirement.

Best solution I've found (unlikely to leak!) is a overflow-to-waste adapter which solvent-welds into a 40 or 32mm T on a waste pipe.
The only remaining problem is to make sure the overflow pipe you've got actually fits it!!! There are at least 3 incompatible types of overflow on the market - it's a complete PITA which can only be resolved by Mr McAlpine's wonderful 25mm compression couplings.
