Im putting a toilet upstairs in the bathroom(no toilet before) and i want to connect it to the toilet in the cloak room directly underneath. The soil pipe from the lower toilet goes straight into the floor in the house (thats all of the soil pipe you see) Question two toilets ontop of each other , one internal waste hole. how do i connect the two?

Depends on your house but very doable its done in loads of houses.

Without seeing you would

Break up around existing waste hole and move it into a corner of the room under the floor.
Take the soil pipe up 7" and branch off to your downstairs WC.
Then take the soil up to your next floor (depending on joists could be easy or hard)
Branch off above the floor again to next WC
Then either take the soil up into the loft space or just into a boxing and fit a air admittance valve (If you already have a open vented stack) or take the vent pipe out side some how (either through the wall or roof (which evers easiest)
Theminate the vent 900mm above any windows (for smell)
