consealed dishwasher not draining

theres about an inch of water in the machine and is overlapping the filters, i have tryed removing the outlet hose (attached to the sinks u bend) and lifting it at various heights over a bucket and when i shake it up and down i do hear air and water making a funny burping sound

I have also tryed pulling the hose enough so i can attach it to the fosset and i have forced water down the hose then drained the water into the bucket. This only made the inside of the dishwasher bubble and burp inside the dish washer. Help?
