cpc sheathing

hi guys....why doesn't the cpc in T & E and 3 core & E get sheathed like the other cores?

It gives a nice line to score your knife down, and a "cheesewire" to cut the outer sheath with ;)
 
also so that when you accidentally stick a spade or nail into it, you have a greater chance of also making contact with the CPC and letting the fault current flow to earth without going through your body

Probably because 6424Y specifies it. This will come from BS7671 stating that live conductors must be double insulated.
CPC is not a live conductor. (Unless misused :) )
