also ask your plumber why he didn't fit a double check valve. as the regs state for out side tapes.

They're sometimes incorporated in outside taps now.

This valve "the other side of the T" which is letting water out - do you mean through the outside tap pipe or from its shaft seal - just down from the handle?? If it's the latter try tightening the shaft nut a bit.
