I presume this is just plasterboard? it is soft and chalky. It fell apart when the wall got damp and i removed wallpaper covering it. Can i just polyfilla over the holes or do i need something else?

Its not plasterboard, once it has dried out you can clean off the loose stuff, pva it then fill with easi fill or similar. if deeper than 10mm or so it will need a couple of coats. bring it up level, let dry then sand.
do you know what the material is called?
It looks like plain old gypsum basecoat and finish.
