diverter valve help

hi all

ive got a vented central heating system fired by a coal fired back boiler (no gas on estate) supplying CH and HW, also theres an immersion in the tank.

last night i lit the fire, normally after an hour or so i get hot radiators and a tank of hot water but i only had CH no HW, both were switched on on the control panel as normal, i operated the diverter valve manually with the lever and it then gave me hot water, i thought these valves defaulted to HW. its a HONEYWELL V4073A 1088 valve the configoration is A= CH B=HW
would this be the power head at fault, the manual lever operated smoothly and returned to the auto position freely unless latched into the manual position, any ideas ?
