If a customer has a TT system with no RCD incomer before entering metal CUs it is dangerous right? Well DNOs fit DP isolators if customer requires, would they fit a 3phase 100mA RCD instead of DP iso?

Can't speak for all area's but in ours no!
I'ts up to you to do that after our Isolator.

its not thier problem to make your installation safe, i'm pretty sure the only reason they fit isolators is to save themselves the hassle of multiple visits.

however it is there problem to make sure any metal equipment of thiers is suitablly earthed. This can be usefull to get a free PME upgrade sometimes.

Especially if you have a TT supply like this....
