Yep its a bit of plain concentric cable with ready made connections at both ends.
Used by some DNOs to reduce the chance of interference and theft.

The connection has been made using concentric cable where the Live conductor is surrounded by the outer layer which is the Neutral conductor.
This cable make it very difficult to make connections to by pass the meter.
Often used when there has been a history of meter bypassing.

Those guys are a lot more original than that, it's not unknown for them to connect a new service to the existing one, especially if there is a cellar or suspended floor
